Well, since there's no question of [b] and [?] being allophones, we could
get the near-minimal pair of:
badger [`b&dZr=]
azure [`&Zr=]
(if you stress the first syllable; substitute [@] for [r=] in Britain]
Such near-minimal pairs are object acceptable if a true pair can't be
found.
