This seems to be a problem with the way IE parses
an <OL> whose first <LI> is empty of text and
only contains another <OL>. I made a copy of the
Taruven lesson page and added a as content
of the otherwise empty <LI>, and the 4 and 5 appeared.

Yes; the first, or zeroth, lesson, should introduce the
phonology and orthography (and maybe some basic
words and simple sentence structures). Then you
can go on to this stuff as lesson 2 or 3.
