Either. It's up to personal taste, and what makes most sense within the
phonological system of the language in question.

As phonemes? You'd normally use [m_0] and [n_0], ie, the voiced nasal signs
with the voiceless diacritic.

In CXS/X-SAMPA, normally by placing a grave accent after the corresponding
alveolar sign. If you've been following my complaining lately, you know [r`]~
[4] is an exception.
