That (more normally written "Zhongguo renmin gongheguo") is the official Mandarin name (in Pinyin representation) of the Chinese People's Republic.

This is Wade-Giles representation, or a variant thereof, of the pre-1949 name for China, used until recently by the government in Taiwan.
