In theory they can. Actually not many Nikta eat other talking species, but
the fact that the practice is allowed and even supported by Nikta tradition
and law is unique. Non-Nikta species have roughly the legal status of
non-talking animals in our culture. Usually the ones who spend a lot of
time talking to other species are the ones who treat them more as pets than
as beasts of burden or potential meals.
