It doesn't make sense to me either. But, I do know that back in the 60s when I was born, my English-as-a-second-language parents did NOT want me to learn anything but English. They thought that learning German or Spanish first or alongside would lower my chances of success later in life AND also make it harder to learn English at all. I guess the idea that kids can learn any number of languages at a young age wasn't all that widespread back then.
