I can only agree. I absolutely detest the use of H to indicate
"fricative corresponding to stop or palatoalveolar fricative".
That's why I actually *like* diacritics and old fogey letters
like thorn and eth. I once even borrowed theta, delta, gamma
and lower-case khi into an otherwise Roman conlang transcription,
but of course it was copied on the romanization of Avestan.
