Of course, such a thing would still be both a relex and a stealthlang - it's just that it would be a relex of a conlang! ;)

The lexicon is Latin, the grammar is a modified early modern English. Hence, terrible sounding things like "id tens essed dicted" = "it has been said". :S

Quite. Experimental conlanging is certainly a valid activity; though I'm not sure how a relex can be handy. By definition, a relex uses the grammar and syntax of one language (usually one's own native tongue), but has only the outer garb - the lexis of another language.
