Because "degree" means a step on a scale. Like a circle is divided into
360 degrees, hence the angle usage. The space between freezing and
boiling in Celsius is divided into 100 degrees. Other measurements are
based a unit of some sort, like, the meter was defined by a standard bar
(well, now it's defined by the distance light travels in a vacuum in
1/299792458 second), a liter was defined as a volume 10 centimeters to a
side, a kilogram was defined by a standard object, etc.
