Transference of the written form to spoken? (I hope the degree sign
prints)--
20°C. comparable to how we read latitude and longitude 120°E, 38°N.
Speaking discursively, it's probably a tossup: "Ten Celsius degrees are the
equivalent of 18 Fahrenheit degrees ~ ten degrees C. .....18 degrees F."
plus other circumlocutions, "10 degrees on the Celsius scale....."
