Re: ADMIN: Per-user posting limit imposed

Someone asked me privately:

It's from midnight to midnight, US-Eastern (aka America/New_York) time, which
is currently UTC-5 but becomes UTC-4 in the summer.  This applies to both
the overall and the per-user limit.
