I'd be surprised if you found anything theory-neutral at all in phonology that's been published in the last 10 or 15 years, and very little since 1970 or so. Your best bet might be to look for a more traditional exposition of English phonotactics from the 40's or 50's. Can't think of a specific reference as I sit here, but you can probably google one up. (Did I just invent a new phrasal verb?) -- Mark
