Indeed. Napoleon III was the one who popularized the phrase,
to distinguish the Portuguese and Spanish speaking areas from
all the others, mostly English speaking. Which is kinda odd, actually,
since he was implicitly excluding French from that label, despite its
vigorous existence in Quebec, among other places.
