It is a case which JRRT mentioned in a letter, the so-called "Plotz
Letter" which apparently contained a list of Quenya cases. This list
included a case named "Respective", but it was not explained, and no-one
knows how it is used.
I found it mentioned on Helge Fauskanger's excellent page about Quenya

and in Anthony Appleyard's famous TolkLang mailing list post (don't ask
me where it can be found on the Net).
