I'd like to know this too.
I have no idea about general phoneme frequency within a language,
but I read a very interesting article concerning phoneme frequency
*across languages*.

For the world's 25 major languages, the author suggests that following
phoneme set lets more than 22 languages have each phoneme (I think
I will use this set in some future project :-)
