Presumably #1 should be: What is a conlang? or What is conlanging?

Definitely agree. Perhaps, to work in "international" with the right sense,
you could go with: "Language Creation: an international journal". If we
were more of an organized group (ha ha!), it might be something like
"Bulletin of the International Conlang Society", though that might be a
little pretentious.
Perhaps it would be useful to have a "statement of mission", say on the
inside cover of every edition, explaining what we're all about. I'm not
sure we should actively discourage _all_ IAL proposals, though perhaps it
should be made clear that the more virulent varieties aren't especially
welcome
