IMHO, these abbrevs should have different glyphs, like & for and, @ for
at, and re-enlivening OE crossed thorn (although for 'the' instead of
'that'), and making up a few (like extending the cross to come out and
down and cross that[1], for 'that'). Although this has a number of
obvious problems

It can all be done in two stokes, and can occupy an M-width. (in fixed
width, you might want to skip the bits to the left of verticle)
