Unfortunately, the RFC that specifies email processing said that characters
ranged from 0 to 127, quite innocently, and many email servers, listservs,
and other tools decided to play by the book. MIME then came along with
methods of representing 8-bit octets in 7-bit content (hence the =E0)
and of designating the character encoding (mapping from characters to
octets) in use.
