I use Fontographer. I have an old version (3.5, I believe) which
I got when I was an RA for Wick Miller in 1992. He was keen on
creating a font which he could use for Numic, so it didn't have
to have all of the IPA bells and whistles. I'm afraid that I
don't know if it's still sold, or how much it costs if it is.
