These two shows are made in New Zealand, with New Zealand and Australian
actors being cast in a large number of roles, including two regulars
characters: Xena and Iolus; however they are made by an American company
and scripted primarily for an American market. It falls into an odd
category, because I think it is foreign too.
I remember being amused/offended when Joxer's 1990s incarnation suggested
in the epilogue of one episode that the 'historical' Xena Scrolls could be
cheaply filmed for television in some third-world country!
