In addition to Project Muse, JSTOR also has a list of
current subscribers. Check here for somewhere near
you:

The public library I work at provides access to JSTOR
for its patrons. There are a number of public
libraries with access to JSTOR as well as academic
institutions. Don't count out your local library or
university if you want to access JSTOR.
The GoogleScholar search also will give you citations
(if not full access) to JSTOR articles. Try
http://scholar.google.com/
Also, if you REALLY want something, you can try using
your local library's interlibrary loan service. Some
smaller libraries are going to have limited ability to
get you some articles, but "nothing ventured, nothing gained."
