Universal time. Right now it's 00:20 UTC on Tuesday, September 16, 2003.
No matter where I am. Sure, it's just past dusk here in Atlanta,
while it's the middle of the night in London, and it's late morning in
Tokyo, but that doesn't need to have anything to do with what time the clock
says.

Well, another benefit is that if you schedule a transcoastal meeting
at "1300", there's no confusion over whether you mean 1PM Eastern/10AM Pacific
or 1PM Pacific/4PM Eastern. The clocks in both places would agree.
Your normal work hours in Washington would be 1400 to 2200 while mine
in, say, San Francisco would be 1700 to 0100. It's just numbers. :)
