Probably UTC. Or possibly based on the capital of their world (e.g.,
American colonies using EST, Russian colonies using Moscow time, etc).
Colonies on planets with inconvenient rotational periods would probably
use UTC too. A planet like Mars, which has a *very* convenient
rotational period (24 and a fraction hours) would likely use local time,
but keep UTC for official purposes.
