I'll take a shot, I have a vague idea of what it says:

Mr. R. Brown and other friends of Dutton Speedwords:
I have very grave news.
The wife of Mr. R.J.G. Dutton has dies on 20 Dec 00!
Mrs. Dutton was very important to me. I recieved permission from Mrs.
Dutton to publish and propogate Dutton Speedwords [???] (I'd guess
world-wide). She was an wonderful woman. I [???] (something about
"presen(ing) to you").
Today [15. January] I recieved a letter about the death of Mrs. Dutton.
This is a sad day for me.
