More or less. In Dutch I would say [lEf tOl'stOj]. I'm have my doubts about the "l_j" in your transcription; it implies a soft sign, and I don't think it's there in Russian. But I could be wrong, since Russian is - at best - my L6. About Khachaturian I'm even less sure; it's an Armenian name and thus bound to different rules.
