Here's the way I see it:
3rd Person Pronouns
Singular Plural
Masc He They
Fem She They
Epicene They
Neuter It They
So, it's only natural that the empty "epicene singular" position should
be taken by the current epicene plural, that is, "they" loses number to
become just plain "epicene", with masculine, feminine, and neuter having
no plural counterparts.
