Alright Frank George... can I ask if are you the one who is
archiving all this?
Anyways, I'd recommend choosing vowels that are common to all of
BAL's target languages. So if Finnish and Estonian have simpler
vowel inventories than Votic, I suggest choosing their vowels
instead.
Here are the vowels and diphthongs of Latvian and
Danish/Scandinavian.

@ - open back unrounded
E - open-mid front unrounded
i - close front unrounded
o - close mid back rounded

DANISH vowel phonemes acording to the way I speak the language:
The following vowels appear both long and short:
i - tense close front unrounded
I - lax close front unrounded

Y - lax close front rounded

.oe - open-mid front rounded
u - tense close back rounded
U - lax close back rounded
o - close-mid back rounded
;c - open-mid back rounded
a - open front unrounded
Most of the above vowels apear in diphthongs ending in a schwa.
The following is only short and is considered a neutral vowel:

Other Scandinavian languages have very similar inventories. Perhaps
others who are acquainted with other Scandinavian languages could
elaborate as to the truthfulness to that statement.

So far, it seems like BAL will not have front rounded vowels since
none of the Baltic (Latvian/Lithuanian) languages have them.
