Haven't found anything with local Unicode support, and I've looked.
Even the X11 terminal programs don't support UTF-8 in their Cygwin
incarnations. Turning on cygwin/sshd and using a remote terminal prog
(I like Kermit-95, but it ain't free) is the best answer I've found so
far.
