I think if you'll look at the Mint's website, they use "penny" and "nickel" more than once (unless things have changed quite a bit recently!). Also, the Mint does not make policy. They carry out policy. As far as I'm aware, coinage laws do not spell out official names for coins anywhere. Note that I'm not complaining about "one cent piece", "five cent piece"; only that those (nor any other) names are not "official".
