I have not read of anyone hypothesizing voiced aspirate plosives for
PIE, but then my only source currently is the biannual Journal of
Indo-European Studies.
My conlang Senyecan purports to be the Ursprache that evolved into
pre-PIE. Originally there were voiced and unvoiced plosives and
fricatives. The loss of certain phonemes and the evolution of others
in pre-PIE is explained in the conculture by a "Tower of Babel" type
of process.
