Quite right, except that "administration" includes all political appointees
(as opposed to civil-service staff), whereas "government" in this sense, IIUC,
includes only the topmost level.
Another interesting stumbling block is "Secretary of State", which in Commonwealth
countries seems to be just part of the formal title of most cabinet ministers,
but in the U.S. is a title all by itself, referring to the head of what y'all call
"Foreign Affairs".
ObJoke: Richard Nixon said to Golda Meir, "You know, both our Foreign Ministers
are Jewish". Meir: "Yes, but only mine speaks English."
