Hmm, try considering the stress pattern and make the rules dependent
on stress.
E.g. /t/ > /s/ / _ j (unstressed)
/t/ > /ts/ / _ j (stressed)
(And analogously with /k/ + /e/, /i/):
informatio > informasya /-s-/
caelum > cel /ts-/
(Or let the syllable *before* the /t/,/k/ influence the shift.)
