I'm not sure I don't. I once had a long correspondence with an
American who lived in Sichuan, over the situation in Tibet. He
knew nothing about Tibet apart from the Chinese propaganda, and
was astonished when he read about it from other sources. However,
when he returned to China we dropped our correspondence because
of the certainty that it would be spied upon. If all correspondence
was always encrypted, encrypted correspondence wouldn't stand out,
and this kind of discussions could be held in safety.
