There is a lot of information available online; just google "noun
tense" and "nominal tense". Louisa Sadler and Rachel Nordlinger in
particular have written a lot about it.
I agree it's a really cool idea for a conlang. You could also mark
mood and aspect on nouns. For example, you could have a sentence
meaning "I'm looking for a friend", i.e. "I'm looking for someone who
would be a friend" as opposed to "I'm looking for a specific person
who actually is a friend" by putting "friend" in the irrealis or
conditional or subjunctive mood.
