Well, you could set up an alternate root server which can serve any top-
level domain you want... but then users who want to use those new
domains need a plugin for their browsers or otherwise have to modify
the DNS entries, so it's not for everyone.
Some people have tried something like that, but as far as I can tell,
it hasn't really caught on. (Though they didn't want conculture domains
but something like .shop or .xxx or whatever.)
