I've wondered this myself. It certainly would be fascinating to see a
child turn your conlang into an actual has-native-speakers language.

I very much doubt that there are any laws stating what languages you
are allowed to teach your children. As for ethics, I don't see a
problem so long as you're not trying to raise the child as a
*monolingual* speaker of your conlang. ...And even if you tried to do
that, you wouldn't be able to keep the child from picking up the
majority language in the environment without locking them away in a
closet -- which is obviously both unethical and illegal. :)
