Cromwell's Britain doesn't belong on this list: although definitely intolerant of Catholics (like all other British regimes from Henry VIII until modern times), it was no theocratic dictatorship. It was extremely tolerant of freethinking (called Independency in those days): Quakers and Jews, among others, were for the first time free of persecution.
