Arrgh! 8-bit ASCII does not, and has never existed, in a strict sense.
In a loose sense, 8-bit ASCII includes Latin-1 as much as anything else.
Furthermore, what you have below is not Latin-1; it's Microsoft CP1252.
For most purposes, Latin-1 is a subset of CP1252, and OE and oe are not
in Latin-1.
