You can make non-spacing characters with Scanfont quite easily, by simply moving the glyph before the 'origin'. Really clever accents (changing form in ligatures f.i.) can't easily be done - but I think that that's a limitation of the TrueType font format. <<<<<< Yes. I've already done some minor playing with non-spacing chars, trying to break up a Ugaritic font into individual stylus marks, and it seems relatively straightforward. What I had in mind with "clever" diacritics was the short-i diacritic in Devenagari (and possibly the kombuva(?) in Sinhala, tho I need to double-check that one), as well as similar "left" and "surrounding" characters in Asian scripts. Can ScanFont handle these? I assume FontLab can? I haven't delved into the deep features of either, after an initial "plunge" and some tinkering as above.
