Not sure what you mean by "still"; perhaps you're not aware that
TTBOMK Google no longer considers so-called "joke languages" for
translation?
So even if you propsed the language -- or even if you produced a
fully-translated strings file -- I don't think it would be
implemented. The ones that were there in the beginning, stay, but no
new ones get added.
(They have a point, I think; otherwise everyone and their kitten might
want to have their language or word game included and (a) those
translations would probably be badly maintained, i.e. not be updated
when the English is updated, and (b) the list of language to choose
from would become very long indeed.)
But you could try contacting them and asking anyway; the address is on
the FAQ (http://services.google.com/tc/faq.html).
