We pronounce the name /El'tsin/, not */jEl'tsin/, so there's no having a representation of a sound which *is not there* (I did see "Yeltsine" at least once, but it's a rarity, and likely not to be understood). It's more a francification of the name rather than a representation of the actual Russian name.
