Do you mean that they stay post-alveolar even when in the company of
something that would make it come forward, like /s/, so that the
cluster /st/ would in effect be all retroflex?
Not applicable to Valdyan, anyway, because Valdyan /t/ and /d/ are
alveolar and (in this sense) not explicitly so; fricative /t/ is
(dental) /T/, not (lost my ASCII-IPA again) /voiceless alveolar
lateral fricative/.
