I tend to be one of those people who use /&/ for the front halfway-

sentiment is that since small caps oe is such a little used symbol,
it won't make much of a difference. If any conlang requires it, I'd
assume that a small note of explanation would clear things up, as
I've gathered that people tend to use a personal mix of Kirschenbaum
