LeGuin kind of waffled about that, later. Apparently humans cannot
lie to each other telepathically, but later in that time line, in the
novel _City Of Illusions_, the enemy that the main character must face
has defeated a variety of human civilizations precisely because they
can lie mind-to-mind.
