No, at least IIRC according to Le Guin's "Left Hand of Darkness", which is
my only real "source" for info on telepathy, it's not possible to lie
telepathically-- presumably because the hearer also has access to the
speaker's mind and can probe around. (Though I can see that in a telepath vs
non-telepath situation, it would be possible.)

No, it's genetic (by fiat :-))

Not really kept secret, but it's not inherent in the average ability; it has
to be taught. Ordinarily it would be impolite to try to penetrate someone's
firewall, assuming you could; but in criminal or psychiatric investigations
trained professionals are allowed to.
