You need special TVs for that? Here any TV can receive subtitles (teletext page 888. I don't think you can find any TV set in Holland which cannot receive teletext, except maybe the oldest ones). It's just that not all programs are subtitled yet for deaf people and ill-hearing ones (there's currently a petition going on asking for children programs to provide subtitles...).
