Really? I find it makes much more sense with "confirm" than with "prove".
An exception always disproves a rule, but the fact that it's but an
exception (i.e. in the minority) confirms that we can talk about a rule for
the majority of cases. I've always taken the expression to mean this, and
it's meaningful only if you use "confirm".
