Triggers and Voice

I'm re-doing Saalangal, and i'm wondering, is it possible for there to be
an active trigger and passive trigger (voice)? As far as I know, Tagalog
triggers seem to have voice, but they supposedly really dont. Am i making
myself clear? :).
