The terms "active" and "passive" trigger is just an alternative way of
saying "actor" and "patient" trigger. This however has nothing to do with
voice in the tradition sense. See below...

Not really. I mean, either you have a trigger system (without voice), or
you have a voice system. The way I see it, its an "either-or" situation --
you can't have both. Having a voice system would mean that the language can
change the valency of the verb in order to adjust the topicality of the
core arguments involved. This does not happen in trigger languages -- i.e.,
the valency of the verb never changes from one trigger form to another.
