John answered already very clearly. Indeed, single quote are used inside guillemets for quotation inside quotation. Note, however, that such cases are extremely rare. We'd rather put it that way: (with French punctuation rules) When our teacher told us: - Caesar said: <<Veni, vidi, vici>>. I was utterly flabbergasted.
